From what I've been experiencing, its timer only counts when there's someone on the map. The other day I found like 5-6 rudolphs in one map because someone was afking in a rope for a while.
And going to deserted maps doesn't work to find them.

Your best luck is probably to stay afk in a deserted map over night and come do the quest several times in the morning.
