Or maybe the black mage is just like the heroes, after his revival, he doesn't have full power and can't take all the whoe world in it's state so the "stall" generals come and help him on that stalling so he can regain all power but thing is heroes are rising, so is a race against time.
About orchid and her sis or vice versa (don't know who is who atm) maybe her sister is your typical "i don't care about those meetings" and only orchid go then she tells the plan or what was the meeting.
