Drops decreasing as you level above monsters.

Exactly when do monsters below your level stop dropping items? 10, 20 levels above a monster? And that's another thing: Is the drop decrease gradual, starting earlier, or is drop rate always the same until the cutoff level?

Sorry if this is a basic question, couldn't find a straight answer to this.
