Jiraiya did that Rasengan completely by himself. I don't think he used Sage chakra for the Rasengan, but I do think he used Sage Chakra to move so quickly for that Rasengan to connect.

I'm pretty sure he used sage chakra to make the rasengen. What would be the point of transforming and then not using the stronger attacks from sage chakra? Not to mention that sage chakra is mixed with your normal chakra continously, it would be a ridiculous extra amount of effort to NOT use a sage mode attack by forcibly only using 2/3 of your mix of chakra and ignoring the sage part just to make your attack weaker
Even more so, he threw away his shoes and his feet/hands turned more into frog form, which suggests to me that he drew more sage chakra right before he did that attack.

I also consider Jiraiya's Sage Mode to be stronger but less...Effective. His Sage Mode ALWAYS makes use of the two elder toads, and because they're there he still gets full physical benefits (+ their help). But he hasn't shown the full extent of sage mode, AKA Naruto using Sage Mode to track chakra's and tell him when to move out of 3rd Raikages one finger Chidori. Drawback, but still the physical strength of Sage Mode.

Unlike naruto he couldn't draw sage chakra any other way than having the elder toads, thats a massive downside, not an upside, he has to plantain around trying to summon the two elder toads which took him significant effort, naruto just has to pop a clone somewhere then poof it. And saying he gets help from the elder toads jutsu is completely redundant, theres absolutely nothing stopping naruto having the two sit on his shoulders and just not channeling chakra into him.

Theres no assuming he could even do the other things you mentioned, if he could sense chakras, he'd have known the summoning pain called for the extra 3 bodies just before he used his genjutsu.

Naruto is better at using sage mode than jiriya, the frogs even tell him such, its why only his eyes change, whereas whole parts of jiriyas body transformed into a frogs, even though he wasn't even the one having to draw the chakra.
