I'm sure it would fall under Exodus 34:14; "thou shalt worship no other god: for Jehovah, whose name is Jealous, is a jealous God"
Halloween is another religion's holiday, therefore participation is against their teachings.
Just like Jews and Islamics who don't want their kids to participate in Christmas events at school.
Abrahamic religions have poor tolerance for other faiths because they're afraid they may get some of it on them or become guilty by association.
My own people find that quite baffling, since if anyone would know what's in your heart, God would, so the idea that he'd be offended by participation in a cultural event and misconstrue it as worshipping another deity is just absurd.
It's not having what you want - It's wanting what you've got.
