On the books, once the deal is signed, the Foreign Debt has grown smaller by however much those tanks are worth. When, or whether, the money actually comes rolling in is immaterial.
Meanwhile the US defense industry gets a much needed shot in the arm.
Most likely those tanks will never be payed for, Germany will confiscate them and remelts the steel for own use. :+)
