I think, and correct me if I'm wrong, that the reason legit CHTPs are so rare is because of bugs, glitches, and interference from hackers. It is not by design that they are (nearly?) unobtainable now.
This is as opposed to the items mentioned by CarrionCrow, items enhanced more times than fits in the window, or 27-att shoes, which were never meant to exist. There's nothing inherently wrong about a CHTP, as there is about a 301 attack craven.
btw, I don't have a CHTP, 40-stat or otherwise, so it's not like I'm trying to justify using one and calling yourself "legit". Just saying it's a different level of "illegitimacy". The way the game is now, each person has to draw their own line of what is acceptable to them and what isn't.
(I'm a bit indecisive here about GM-scrolled weapons. On the one hand, Nexon is pretending the drops in GT were intended and were only stopped because players complained. On the other hand, we all know it was a glitch, and furthermore, not that many scrolls dropped... most of them in MTS and FM were duped. On the third hand, the same result could be obtained by using 10's+Pam's/Whites (or 30's+Pam's/Whites+Wards), so the items themselves are not inherently impossible. But I digress).
