A WZ repacker does not infringe on Nexon's profit as long as it is never released. It falls under fair use, even in the EU.

Actually, I'm fairly certain that the re-packer isn't illegal. Isn't it closer to a form of reverse-engineering, as long as he doesn't distribute it (even though he legally could)?
