The ingredients are the potions and some cheap etc that the npc sells. The recipes are 200k-500k though, but you only need to buy them once(i think?). Therefore 9 seeds/flowers gives you 120 mastery quite easyly. Although fusing is easier and less time consuming, it'll probably cost more eventually.
