Let's just say hypothetically that no one will get banned over this. Is it still okay to do this? What will you gain from it? Most VIP items that are as important anymore because of the removal of 4th tier. Sure they are statless, but it will not be that hard to gain secondary stats with all the accessories and stat potions coming out. Conversely, what will you lose if you don't VPQ? You will be at a disadvantage, economy-wise, to those who do. However, that disadvantage will become phased out as more equips drop and the supply vs demand plummets or if VPQ gets officially re-released. There are also moral and personal consequences too but it's difficult to argue those and they vary from person to person.
So what it all comes down to is how seriously you take the competitive aspects of Maple. If you are happy being a nooby noob with noob damage, the choice is simple: wait for the official release or for prices to deflate. If you want to improve your equips or make mesos in a questionably legitimate way and don't mind it, you will VPQ.
