Adding to scrolling locked items;
You can't Vega scroll locked items. I tried to Vega 60% my locked shield 2 1/2 months ago, it wouldn't let me(gave me an error). A week or so ago, I Vega 60%'d Sam's shield with the same type of scroll, on the same type of shield, and it went through with scrolling.
