I could be wrong but post BB Dangerous city became an OKAY training spot and a pretty nice money maker and easy way for high levels to get all cures and elixers.
EDIT:So I think if done RIGHT they could add some very very good content onto Neo City. If that would be their intent. Such as a party play to go with Future Ereve. Even if it did use the NT mobs it could still I guess technically count as exclusive cuz it was used in a different way? Idk.
