Well, I haven't read through the entire topic just yet, so I may or may not edit this post later.
I can't "completely" agree with the idea of all mastery books and scrolls being available through NPCs, but I do think that they could do something rather interesting with the idea. Perhaps having various NPCs that "can" sell any of the mastery books and scrolls, but don't always have them in stock, and have the individual NPC's stock reset at a random time of each day. It could even be taken a step further and have the prices fluctuate based on the amount of mesos that have been spent on the mastery books/scrolls the previous day or even make it so the more mesos spent on the NPCs' items the more likely they are to have better scrolls and books.
I don't think they should pull the items off of the drop list though, that would just tick people off, but maybe change their drop rates a bit or make the scrolls sold by the NPCs have different types of affects (like the spiked shoes and warm cape scrolls).
