You need to think about it like this:
Scroll costs 100m regularly, book costs 250m regularly.
Person A needs a scroll and has 200m.
Person B needs a book and has 500m.
Person C needs a book but only has 50m, but he also wants scrolls.

Person A buys a scroll at regular price and has 100m left, person B buys a book at regular and has 250m left. Supposing Nexon opens up this new idea of yours and makes the store for scrolls/books priced at a decent price for the poor.. I'll say it's 20m for a level 30 Mastery Book and 4m for the scroll. Person A buys the scroll at the new price and 196m left, able to buy a mass quantity of scrolls, and person B now has 480m left which are left to wander in the economy. Person C finally has the chance to buy both the book and scroll. Meaning that the economy now has an influx of "unused" mesos. Consider it like a savings account, you keep your mesos and then spend it on something big. The poor flourish and the rich have left over mesos, everyone knows that a large influx of mesos that are left over means that there will be sort of inflation. It benefits the poor, it's true but it doesn't benefit the whole economy.
