Slow not effecting mobs?

I didn't notice this until recently when I went to Ani. I used Slow on him a few times to make him easier to pin, but the effect didn't work and he was still moving at his normal speed. I went and tried it on some random mobs around towns and got the same results.

Is it just me or is it broken? :f6:

Also, I heard someone mention Magic Crash isn't working on mobs either, can anyone confirm this?
