I might be wrong about it though. I am going off of the limited information we have and how it seems so far. It is possible that passives are just job locked. Meaning you have to be at the job where the passive is. Such as 4th Job for Berserk.
Need more information before giving a final judgement on it. But I do believe it works like it does in private servers for now.
