A 320 pallahero will be weaker than a 350, which will be weaker than a 400. Not keeping AP doesn't have anything to do with it.
That's still not super omgwtp 100x stronger than the potential system. A second, limited skill set (in most cases), won't be as over powering as having 500%+ primary stat, 60% bossing damage, ignore defense 50%, etc. etc.
