Personally, I like Holy Arrow - but as a fun skill. I think part of that is simply that I hate spamming heal, so I made an experimental cleric that's taking heal as her last skill (HA, Invincible, Tele, Bless, Heal).
She's going to be slow to level as molasses in January, so my opinion is that if leveling quickly is the point of the character, I don't think HA is necessarily the way to go - heal gives faster exp.
But, to me, HA is just more fun. If I heal-spam on my other cleric, I play for about 45 minutes at most before getting bored - and that character will probably never make 3rd job. With HA, I can go for hours, and I estimate I'll outlevel my other cleric (36/49 atm) within the month, and that's with leeching a HB-mule, just because I'm having fun.
I think what the debate needs to take into account more than anything is the personality of the player. If a player thinks HA is fun, then he/she should take it. If they don't plan to use it a lot, then it may not be worth it. Personal preference more than anything else should be the deciding factor.
