Doesn't make it any more legal than just stealing it for $0.00. It's more about providing options other than all or nothing. I don't necessarily want to listen to every album I download a thousand times... maybe I'm just interested in one song, and I'll give the rest a shot. If that meant the album was cheaper, I'd be more likely to pay a little than I am to pay a lot.
