It means if you are playing in a public place, or even in private but with other people around (your siblings? a visiting friend?), and leave the computer for a moment, the only character compromized is the one you're currently on. These other people can't switch to your other chars and clean off mules as well.
If they set up character switch with a typable password (either your login or a separate one) then it would be fast + secure. The only slow part of login is the stupid PIC anyway. (unless I make it 666666 or something it takes a while)
