I happen to like Shockwave for aesthetic reasons, so I don't want to see it scrapped. 
How about have a fourth job move that buffs up Shockwave, similar to the way Advanced Charged Blow works. Shockwave will be buffed to attack in both directions and hit up to 9 monsters for 700% damage or something. Oh, and maybe make its delay only 1030 ms.
