Agreed. There's no good reason to drop both the number of cards necessary and increase the rate they drop except to make it another useless feature that only serves to benefit those who care about big numbers. They should have went with one or the other (preferably one card so the shuffle never occurred again)
@Berzerk: Even if they had them, the chance of them actually giving them back is astronomically small for a few reasons. First, because they're a bunch of dicks. Second, they don't know how to program and I imagine this runs on a bit of a different system. Finally, they wouldn't want to desecrate a "new feature" by implementing it with a bunch of people already having mostly completed it.
