Fair enough. However, enforcing a no fly zone is still an act of war and should be approved by congress first.

It is obvious that something is up in Libya, but that doesn't necessarily mean we disregard laws to act on it. If congress approved the act of war, then that would be okay, but it isn't the president's decision to make. If other countries want to intervene in Libya than that is okay, and if the US wants to intervene it is only okay if it has congressional approval to do so.
