Considering the fact that is is 250msv per year, only 6 hours before the worker would need to leave the scene for a year. So yes, severe.
That is unless they allow more for one year (standard was 50msv max in one year as long as the average of 5 years was 20msv), but even 2.5x 250msv is not going to give the workers a lot of room to work.
