This supports your indirect blame by the administration which has done absolutely nothing to get this effect. It's his responsbility to deal with it, he nor any administration, and only can apologize for them, as he had no indirect impact towards any of those soldiers, orders or ortherwise that led to that. In fact the administration is clearly against it.
