This is essentially how the military is held in regard as MasPan has cited. Although stepping down has not been called for by anyone, at least that I recall, it is generally the cause for negative press on the government, specifically the President, for not controlling his charge as Commander In Chief. Not to mention the hundreds of staff members underneath Obama which will take the fall for him, and most likely be fired. He may not be the greatest President, but he does understand what must be done.
