Here's how it worked for me.
I purchased the World Transfer. It said the purchase was successful and I selected Khaini, where I wanted to go. Then when I tried to put it in my inventory, it gave me an "unknown error occurred." I went out of CS and back into it, and the transfer DISAPPEARED. I thought a glitch had occurred, and filed a ticket requesting my World Transfer back. It was answered immediately after the next server check, when I found myself in Khaini. In the ticket, the GM told me to wait till the server check, and if I didn't transfer to log another ticket.
I am not sure whether all transfers are like this, but just to be on the safe side do not buy your Transfer until you're 100% sure you want to transfer. In my case I would have been unable to cancel the transfer had I wanted to do so.
