Considering the fact that the topic sentence's subject of his paragraph was the UN, he probably just had a typo.
And Abstain may not necessary mean the person/group is against a motion. However, it definitely means that they show no support for the motion. This does mean that there is not "total support" from the UN.
Edit: For those that care, the UN is hypocritically killing libyan citizens - you know, the people we are going there to "free."
