The design is based on a database with which people who interact with it can submit characters and then contribute correct answers, and where correct answers on a guessed character help reinforce its selection. If you had enough people, you should be able to contribute a real character with fake answers unless they have real people on the other end evaluating submissions thoroughly. It's significantly based on the popularity and prominence of the character, such that users will submit it should they not find him/her while playing, or help submit more detailed questions when playing.
If you click on Details at the bottom after letting him win, you can see what the expected answers were. Oddly enough, a female character I was guessing was marked No as the expected answer for "Is your character a female?" which should really have eliminated her from the pool.
That being said, obviously super obscure characters will be difficult to find if they exist there at all.
