I think of Holy Arrow as a fun skill. Using Holy Arrow may deal more damage, but clerics pretty much always use Heal for training anyway. MP Eater saves a bit of money, which is useful for unfunded clerics.

I prefer MP Eater, because I can still get 11 points in Holy Arrow to have fun with, but that's just my preference.
