Cygnus 10% EXP Question

Here's a scenario.

You are level 37.
You got 99.99% exp.
You trained and leveled up.

You are now level 38.
With 10% exp already filled in your EXP bar.

This process repeats till level 120.
And is Cygnus only.

Is that really hard to understand?
