In theory yes. However, for an extremely large portion of the population, people can barely afford to live. This will only add an expense to an already tight budget. The fact that keeps getting dodged here though is that the bill IS unconstitutional. The constitution is the one thing that we all have to follow when making new laws. This bill flies right in the face of that fact.
