Yes, leveling it makes it last longer. My max Meso Guard lasts about 100 seconds, which is a royal pain in the ass. So no, it won't ever last as much as Haste and Booster.
You'll always take half the damage, what changes is the amount of mesos you lose (less mesos at higher levels), the amount of MP it costs and the time the skill lasts.
