...Although having Quest Specialist might be a bit harsh, so I'd put it at least 450-500 quests towards the Quest Specialist medal. It'd be low enough to include the people that don't have the time to seriously chase after Quest Specialist but still showing interest in questing and exploring, while being high enough to exclude people who don't do anything beyond pure level grinding/merchanting/leeching. (How many Quest Specialists are there across all servers? I'd guess a couple thousand at the most.)

I'm sorry but if you're below 120 how would you even know what important glitches to look for in terms of the larger amount of gameplay. The level requirement is fair because it comes with experience. Quests are pretty irrelevent and can be fixed easily, glitches unreported could take up to half a year to even be looked at..
