I'd pick Tespia participants by..

*Level 60 and higher
*Must have logged on once (or more) a week for the past 2months.
*No history of ban or anything of the sort

I wish I could say be over the age of 15 but there is a bunch of 8 year olds with fake 20 year old accounts so, whatever I s'pose.

I agree with the unecessary high level requirement part. If anything, having a high level requirement might probably result in an even worse testing group, especially if it results in the majority of the population coming into Tespia ends up being something like pure leechers. However, these exact restrictions might result in a bit too many people crowding into Tespia regardless. I'd make Quest Specialist a requirement.

...Although having Quest Specialist might be a bit harsh, so I'd put it at least 450-500 quests towards the Quest Specialist medal. It'd be low enough to include the people that don't have the time to seriously chase after Quest Specialist but still showing interest in questing and exploring, while being high enough to exclude people who don't do anything beyond pure level grinding/merchanting/leeching. (How many Quest Specialists are there across all servers? I'd guess a couple thousand at the most.)
