Its not the stations faults (not fully at least). I mean look at the actual animated shows. Theres crap there and very few at that. The stations are just failing to try and appeal to new animators or to bring in new animations from established studios.
In comparison to Japan, the US is pretty much pomegranate when it comes to animation productions, but that could be due to Japan being close to the export areas where the in between frames are animated.
