Balanced Fury can be recharged just about anywhere.
Crystal Ilbi is 1 attack below Balanced Fury (29 vs 30 I think), and I think, is harder to create since you need the forging manual (Which comes from iTCG and you need materials to build it too/unsure or Gach boxes if I recall correctly). While Balanced Fury can be built with time (or money).
