Not really. Window Vista was released for retail less than 4 years ago and it's received so much crap that it's understandable they wouldn't upgrade. Windows 7 was released last year. By their nature public computers tend to lag behind the current commercial standards. Upgrading 1000 computers every year is really unnecessary from a cost-benefit standpoint.
