More or less... what exactly will the PC get used for? Be specific as possible... other than gaming.
Also, gaming computers are going to be expensive... at least according to benchmarks, B.S., and the know-it-alls who want to spend down their life savings... or yours. You can skimp on parts if needed and not everything has to be up to some unrealistic standard that really doesn't exist at all in the real world.

Western Digital 500GB SATA Drive. You don't need 1 TB. You don't need RAID. And you don't want to have a HDD full of data that could be lost. This size is more realistic for your needs.
He doesn't need professional. Give him Home Premium.
Professional is only required if hes a comp geek or if hes in a business environment and needs to hook up to a domain.
nForce SLI is a waste of money if hes not planning to have SLI, the Gigabyte I chose is adequate. Also, it lacks USB3.
ATI is cheaper for more performance still, and since hes playing MS, it is better.
Try not to skimp on the PSU. It is the 2nd most imporant part of a computer. No power, nothing works.
Plus, Anti virus is a waste of money. Free ones like AVIRA, and MSE work just as well. Also, remember about yearly subscriptions.
Only get an External sound card if you want the very very best sound as possible. I use my onboard without a problem.
Kingston is a fine brand I agree, but the Mushkins I picked are cheaper and are slightly better. Plus I use Mushkins in my system and they never failed me.
