Chakra's been buffed, yes. 300% Regeneration and you take like.. 70% or 80% damage if hit. I can use it inbetween hime mobs if a priest is mobbing for me; it's actually quite useful now.
Even if Chakra WASN'T buffed, I'd still have maxed it. PP sucks supreme useless-skill plantain. It's completely useless after you hit Shadower; even more useless than it was from when you had one point of it. My PP is level 11, and I took it off my keyboard so I'd have room for Assassinate/BStep. It's worthless.
