Think about it. They don't like any exclusive content because they want it to be a surprise. Other world tour areas don't deserve any testing. The only other big thing is adventurer changes.

Start it late august-early september
Keep the server open for testing for a month or two, releasing adventurer changes in about November.
Dual Blades were released in late Feb, right? That's about 4 1/2 months between KMS and GMS. The revamp was released mid July, and 4-5 months from that is November- December.
I doubt that it has anything to do with the current big bang changes.
After the hacking/glitching epidemic of v.88, nexon may see the need to test out their
future patches before release.
