The color borders relate 100% to whether the item is Rare, Epic, or Unique. This is determined before the bonuses.
Ie.
Unidentified item
use a Magnifying Glass
1) Rare/Epic/Unique (blue/purple/yellow)
2) 2 or 3 bonuses randomly (or maybe 1-3)
3) randomly select those bonuses from what's available to that item rating, based on the level of the item
Rare items only have level 0 or 1 bonuses (3%), Epic can have level 2 bonuses (6%), and Unique can have level 3 bonuses (the 9% for 71-120 equips)
