1 egg for regular Horntail pendant, and 1 (or 2) eggs for CHTP. The eggs are programmed so that they won't scroll the regular Horntail Pendant if it has 2 or less slots remaining. I have no idea what happens with CHTP, though I would suspect that two eggs could work on it.
The regular pendant part was proven by that HTP + Vicious Hammer exploit last Summer, where people could hammer already scrolled HTPs to push the remaining slots left back up to 3 or 4, and thus people had +3 HTPs for a while.
