Changing existing content level doesn't provide anything new.

I'd have to disagree. Thing about content is that people don't use it. Just today I had 4 people have no idea what magatia was let alone ariant and they were in their 60's. Most low level content is ignored to the point that all the old stuff can be "new" the only towns ever occupied are henesys and leafre at this point and something about that is very troubling. I remember when omega sector came out and how awesome it was to see a futuristic town with people hanging out all over the place, and in less than two days it was a ghost town again.
