You get to 200 if you want, you don't if you feel it's useless. One pooint most people in this game misses is that's supposed to be entretaining, not a duty. I kinda agree about the new content. The fact that they stretched the current monsters to cover a wider area in the leveling process makes me wonder if the will increase the level cap (say lvl 250 for example) to fit higher level monsters or if the next generation of monsters will be the last one.
As for the WK skill, it's tespia, they very likely will change it and reduce the cooldown time.
