There is no point in getting more than 1 point in Hypnotize ever so yeah, go for it. You have enough points to max everything else in 4th job AND go back and max Ice Splitter, anyway. Other than that, there really isn't much use for the skill. Most things that seduce will do it often, and the long cooldown of the skill really makes it unusable.
