Corsair's Elemental Boost?

I'm confused at what it does. To my understanding, all it does is make your Ice Splitter/Flamethrower Skill stronger as well as making the ice longer, but does Elemental Boost affect how much damage you do while you're attacking a frozen monster? If not, why should this skill get 1 SP at lv120 instead of Cannon?
