Hmm, multiple moves makes this challenge a bit boring to come up with. Some Pokemon have amazing movepools.
However, Tyranitar shouldn't need a move slot to smash a bolder, nor should Charizard need to use a move slot to fly you around. So perhaps a limit of 4 moves, but HM moves don't add to the count because your Pokemon should be able to do those anyway. This challenge is supposed to be a mix of the games, but with some logic put behind it. It's more focused on the game mechanics, but there's a hint of realism put behind it. Just because your Tropius has 4 useful moves, doesn't mean it'd burst into flames the second you get on its back because you didn't teach it fly.
Lance did not survive in a zombie apocalypse. Under normal circumstances, you don't need much protection in the wild, especially when you consider how 10 year old kids can enter the wilderness with nothing but their level 5 Torchic and do fine.
The anime and manga are completely different canon though. The manga has a slightly darker side to it, so I guess if we'd relate this challenge to anything it'd be Special+The games or something. In any case, it's pretty hard to argue points when different sources have different rules.
I'm rethinking my team a bit. I might add Rotom in there somewhere. It can do Elect and Gengar's job, while having the ability to take over objects for my own use. Tropius is a very good choice, to avoid famine. Metagross is one of my favorite Pokemon, and it can levitate as well as provide nice offense.

Tank that can levitate. It'll probably have Agility as well, but I'd imagine it can't levitate that high.
