For the most part, yes, it is okay. I'll explain my reasoning below.
I'm close friends with a lot of girls in my town. Most of them, I'm aware that they have a boyfriend. Of course, the most I would do is a regular hug. The kind of hug that I would never do, is a hug from behind. These are the more romantic-type of hugs that I would never bother attempting to execute. Typical hugs that I personally do are the ones that shows I either care about the other person if they're depressed (but as a friend, nothing more). Or ones that specifies "Oh hey! Long time no see!", "Hi!", "Bye!", etc. I see nothing wrong with hugging, unless you're doing it in front of the person's partner, only to spite them or make them furious. If you're doing that, you're just being a plantain. It's human-nature to be envious or jealous at times when a person closest to you that you have great feelings for is currently being hugged by another person of the same sex as you.
Of course, that's human-nature. Some people can overcome that and shrug at it. Hugs are not meant to be sexual or mean anything else more than just bodily-contact. If you make it sexual, it is sexual. In example, if you're hugging and groping all over the girl's ass, of course. If it's just a quick and light hug, where is the harm? I've also cuddled with girls that had a boyfriend, but it wasn't anything sexual, as I did not touch their breasts, ass, or lower-area. It was basically a prolonged-hug, is how I would define 'cuddling'. I'm no expert, but this is how I view things because it's how I've always done things. I never had trouble with any of the boyfriend(s) that my chick-friends has, mostly because I know all of the guys (lolcircle-of-friends), and people are aware I'm not trying to steal their woman, aside from the typical perverted jokes here and there.
