Gardevoir is unisex (meaning that it can be a man or a woman). Although it looks girly to me. The game designers decided to make Gardevoir a unisex Pokemon just so the males aren't left out just like the male Combees are left out, because they have a female-only evolution.
I typically go with either gender. I stick with Pokemon with certain gender (like a Female Bellossom for an example).
